The hydraulic engineering cost management is cost management of whole life, whole process, all elements and full range, in investment decision-making, design, construction, completion and acceptance of the various stages will be influenced and limited by many factors and constraints. So hydraulic engineering cost control is a dynamic management. This paper analyzes the problems in hydraulic engineering cost control and management, discusses some experience for cost control and management of hydraulic engineering.%水利工程造价管理是全寿命、全过程、全要素、全方位的造价管理，在投资决策、设计、建设、竣工验收各个阶段，都会受到诸多因素的影响和制约，因此水利工程造价控制是一个动态管理，本文分析水利工程造价控制及管理中存在的问题，论述自己对水利工程造价控制及管理的几点体会。
