With the combination of practical work-related experience, in development process of production and construction activities among electric companies, the causes, process and results of electrical safety incidents have a very close relationship with the "man". In order to improve the safety management of electric companies, the "people-oriented" philosophy needs to be adhered to. Starting from this point, based on the analysis of the connotation of "people-oriented" concept, this article discusses the application of "people-oriented"concept in the safety management of electric companies respectively from the ideological level, policy level and measures level, to catch each side's concern and attention.%结合相关的实践工作经验来看，在电力企业生产建设活动的开展过程当中，电力安全事故的诱因、过程以及结果都与“人”有着相当紧密的联系。为了搞好电力企业安全管理工作，就需要坚持“以人为本”的工作理念。本文从这一角度入手，在对“以人为本”理念基本内涵进行分析的基础之上，分别从思想层面、政策层面以及措施层面入手，探讨“以人为本”在电力企业安全管理工作中的应用要点，希望能够引起各方关注与重视。
