The strategic planning of Carnegie Mellon University (CMU) reflected the development ideas of applying, the development methods of interdisciplinary education and research, the development priority of science and technology and the development assurance of openness and inclusiveness. The characteristics of planning were reflected in six areas of scientific research, talent cultivation, social services, international exchanges, and construction of community culture and infrastructure. The implications of strategic planning of CMU for establishing high-level applied universities in China are: to construct high-level applied university, it is imperative to combine “pursuit of applying” with “maintenance of ideals”, combine “fitting the times” with “preserving the characteristics”, and combine “openness” with “inclusiveness”.%卡内基—梅隆大学的战略规划体现了以应用为主线的发展思路、以跨学科教学科研为核心的发展手段、以信息科技为突破的发展重点，以及以开放包容为理念的发展保障。其在科学研究、人才培养、社会服务、国际交流、文化营造、基础建设等方面都有着鲜明特色。卡内基—梅隆大学的战略规划对我国建设高水平“应用型大学”的启示是：“应用型大学”建设要将“追求实用”与“坚守理想”相结合、将“契合时代”与“维系特色”相结合、将“开放办学”与“和谐包容”相结合。
