Almost daily, a major disaster occurs worldwide. Despite continued news reports, older adults remain the most adversely affected subgroup. Although researchers have identified risk factors for poor post-disaster outcomes, change has been slow to come in improving our existing systems of care because most disaster-related policies and plans consider all people over the age of 65 as a homogenous subgroup. However, the same disaster may be perceived and experienced very differently due to race, class, previous disaster exposure, health, housing, and financial and social resources. Few disaster plans distinguish between the needs and abilities of older adults who are robustly aging from their less-well-functioning counterparts. Because vulnerability is determined by age, it is not feasible to target resources and services to those with greatest needs. An age-based approach also results in older adults who could serve as volunteers being over looked as a vital resource. Many older adults are resilient and can effectively cope during disasters. New approaches are being developed and evaluated to address these reoccurring and unresolved problems. This symposium includes four presentations describing the: 1) influence of existing health vulnerabilities on the medium to long-term impacts of disasters, 2) perceptions of organizational leaders involved in disaster management regarding the strengths and vulnerability of older adults, 3) effects of disasters on rural people’s preference of aging services in western China, and 4) issues encounter by long-term care staff when providing care to residents with custodial needs. Attendees will learn about optimal practices for older adults during disasters.
