NASA's best investment toward achieving the goals of the Vision for Space Exploration (VSE) is through the Commercial Orbital Transportation Services (COTS) program. Wait—you may say—I thought COTS was about being able to fulfill obligations for the International Space Station (ISS) while developing the launch vehicles and systems of the VSE? Yes, and laudably, NASA chief Mike Griffin wishes to promote private spaceflight capabilities.
