摘要

Following the RAeS submission to the BEIS Committee on Brexit where the Society made a very powerful submission of the significant threats and some opportunities of the EU Referendum result, AEROSPACE has published further articles on Brexit impacts. It is important that as aerospace professionals, we should all be taking ongoing positive action to identify and effectively manage the significant risks created or changed for us by Brexit. It is clearly vital that the whole range of potential sources of risk and opportunity be examined (The A-Z of threats and opportunities!) rather than just the obvious ones. The longer-term perspective of effective risk management is to understand various scenarios 10-15 years ahead, which is normally updated every few years. Aerospace professionals in organisations operating an effective risk management process will have reviewed their scenario assumptionswas announced and updated them as soon as the Referendum result was revealed but, with the current level of changing uncertainty, scenario assumptions now need to be more frequently reviewed, with cost effective mitigation and contingency action taken. Another vital aspect of effective risk management is to challenge assumptions. It is of note that at an aerospace risk MSc module at University of West of England shortly before the Referendum, students were asked tofaced. They identified that a key risk area was now to review all assumptions in their supply chain risk plans to take account of the potential impact of Brexit. Clearly a wise approach that proved well founded. In the systematic approach to effective risk management, the probability and consequence of both threats and opportunities is assessed, and there can be few, if any, areas of finance, regulation, research and development, human resource planning, manufacturing and operations where thoseassessments remain the same as they did before the Referendum result. Using the best young minds in our aerospace community could well identify risks and opportunities that the usual risk management attendees may have missed. Finally, my personal view is that since in our democratic society, the general public can change their minds every few years at a General Election, they should be given the opportunity to change their minds again on the EU as the true nature of the Brexit impact becomes clear. As an aerospace professional who has been privileged to work on international programmes and taught aerospace students from many nations, I regretfully have no doubt that the UK aerospace industry and the opportunities for young people in the UK will be significantly damaged by Brexit.
