Where US defence procurement is concerned - certainly for the biggest ticket items - it is so often a case of 'it ain't over until the fat lady sings.' In this case the fat lady is the US General Accountability Office (GAO), the US public audit agency answerable to Congress. The GAO has ailed that the $35bn tanker contract competition, won by Northrop Grumman and its EADS partner, was a botched job. The GAO, playing the ball not the man, makes no comment on the merits of either the Airbus aircraft or its Boeing competitor. The crux of their findings is that the Air Force had appeared to have changed its criteria during the process and had not been entirely transparent to Boeing about its new requirements. Its recommendation - not a ruling - is to send the bid back for further examination of how the competition was run. However, the effect might still be to put the whole, or at least part of, the contract back into play.
