It was one of Félix Tshisekedi's presidential campaign themes: end the contract his predecessor Joseph Kabila had awarded to Belgian firm Semlex in 2015, granting it a monopoly on the printing of DRC passports at exhorbitant prices (Africa Intelligence, 12/06/19). Inundated with offers from all the leading biometric firms (Africa Intelligence, 04/03/20), the DRC government began late last year to negotiate a global partnership with IN Groupe (former Imprimerie Nationale) for the creation of a multidocument platform able to produce biometric passports, identity cards and driving licences. The partnership should be signed off by DRC's new government, sworn in on 12 April and led by Prime Minister Sama Lukonde Kyenge. The future platform, overseen by a newlycreated department in the Interior Ministry, should fall under the authority of Kyenge and his new deputy prime minister Aselo Okito, who also acts as the minister of the interior.
