The Air Force wants to bolster its permanent presence on Guam in an effort to improve its continuous bomber presence mission. Bombers-mostly B-52s from Minot AFB, N.D., and Barksdale AFB, La.-have been rotating to Guam since 2004 as part of USAF's strategic deterrence mission, serving as a visible reminder to allies, partners, and adversaries that the United States is committed to the region and ready to act on a moment's notice if the need arises. "Any time we send out bombers anywhere in the world people pay attention," Air Force Global Strike Command boss Lt. Gen. Stephen W. "Seve" Wilson told reporters in January.
