There was a Strategic Air Command before Curtis LeMay, but it didn't amount to much. It was organized at Boiling Field, Md., in March 1946, then moved to Andrews AFB, Md., in October of that year, with an assigned mission "to conduct long-range offensive operations in any part of the world." The first commander was Gen. George C. Kenney, who led Allied air forces in the Southwest Pacific in World War II, but he was often absent pursuing other interests. He was the US military representative to the United Nations and a likely choice to head the UN air force that was anticipated at the time.
