For the first time in decades, the Air Force is in danger of losing its ability to guar-antee air dominance. The problem stems not from lapses in technology or tactics. It stems, rather, from the breakdown of a fighter master plan set in motion after the Gulf War of 1991. Moreover, the Air Force must contend with Pentagon efforts to downgrade air dominance in favor of increasing US emphasis on ground-centric irregular warfare.
