The US capital is also the scene of robust dialogue about the KC-X program for a new air refuelling tanker.rnMonths ago, Defense Secretary Robert Gates thought he'd killed the VH-71 Kestrel, a derivative of the European EH-101, intended to be the next 'Marine One' presidential helicopter. Plans for three test articles and 23 operational helicopters went awry when requirements for added communications and security equipment boosted the price and cut performance.
