Team Tempest broke cover in 2018 and was rolled out as a partnership between BAE Systems, Rolls-Royce, Leonardo and MBDA working in concert with the RAF's Rapid Capabilities Office and the Ministry of Defence (MOD). Central to this is an aspiration to have a next-generation combat air capability that will achieve initial operating capability (IOC) with the RAF by 2035, The plan has already been boosted by international support from Sweden and Italy, with both nations having announced their intent to work with the UK on developing future combat air. Formally launched under the UK's new Combat Air Strategy at the Farnborough International Airshow on July 16, 2018, a full-size concept model was unveiled for the next-generation fighter, known as the Tempest. The wider Future Combat Air System Technology Initiative (FCAS Tl), aims to bring together the MOD and industry partners to deliver more than £2bn of technology investment by 2027. The overarching plan is intended to demonstrate the UK's industrial combat air capabilities. Andrew Kennedy, BAE Systems' strategic campaigns director on Team Tempest, said: "The Combat Air Strategy also initiated the UK's Combat Air Acquisition Programme (CAAP). This programme has been established to identify options and implement plans to deliver the capabilities required when early Typhoons begin to leave Royal Air Force service in the early 2040s."
