Russia is upgrading several military variants of the Ilyushin Il-18 turboprop airliner, including the Il-20M Coot-A electronic reconnaissance aircraft operated by the Voyenno-Vozdushnye Sily Rossii (Russian Air Force). A crew commanded by Nikolai Kuimov flew the modernised Il-20MS aircraft for the first time on February 28 at Zhukovsky, outside Moscow. The Il-20MS (Izdeliye 17MS) was developed under the Retsenzent ('reviewer') programme, launched in 2009. Prime contractor is the Ilyushin company. Subcontractors include the NIIS scientific test institute of St Petersburg, which designed and built the NV1.17 reconnaissance system, and Myasishchev EMZ (Experimental Machinery Plant) of Zhukovsky, which installed the mission systems in the aircraft. Aircraft are overhauled before modification at 20 Aviatsionnyy Remont Zavod (20 Aviation Repair Works) at Pushkin, near St Petersburg. The reconnaissance system's designation NV1.17 suggests it belongs to the Novella family, created by NIIS for the Ilyushin Il-38N May maritime patrol aircraft and other types (see Novels of Novella, September, p34-41).
