How effective were the U.S. leaflet drops in the Vietnam War? Not very, according to some who oversaw the Chieu Hoi (Open Arms) program, the biggest and most expensive U.S. psychological operation of the war. Begun in 1963, Chieu Hoi was a U.S.-backed, South Vietnamese program to persuade-through leaflets and other propaganda-Viet Cong guerrillas to lay down their arms and support the Saigon government. In return, the guerrillas would receive medical attention, money for food, clothing, and housing, and political lectures on the evils of communism.
