The best thing we can say about the European Commission's ruling on Ryanair's subsidy at Charleroi is that it will start the definition of guidelines for airports and airlines to use in constructing future route development deals (see News Briefs, this issue). But it is just the start, as the ruling raises more questions than it answers. What are the implications for tour operators―in Europe often the same company as the charter airline―who enter into an agreement with an airport for a certain price for a specified operation, asks David Stroud, MD of Airport Strategy and Marketing?
