Sometime in the not-too-distant future, the US air cargo industry is likely to come face-to-face with one of its biggest fears: That its members will have to pony up millions of dollars to comply with new security requirements as specified generally by the Aviation Transportation and Security Act of 2001. Until now, cargo carriers largely have managed to stay out of the post-9/11 spotlight even as their counterparts on the passenger side have been saddled with massive unfunded security mandates. That is likely to change owing to a number of factors: 1. A recent report by the General Accounting Office, the investigative body of Congress, charging that despite some voluntary improvements, air cargo remains vulnerable to possible terrorist attack. 2. Intense lobbying by pilot unions, homeland security advocates and even passenger airlines concerned that all-cargo carriers will enjoy a competitive advantage in carrying freight and mail if they do not have to upgrade security. 3. The threat of war with Iraq, which could be a reality by the time this article appears. To make sure air cargo security remains a top priority for the Transportation Security Administration, Sen. Kay Bailey Hutchison (R-Tex.), has reintroduced her air cargo security bill (S. 2668) that passed the Senate last year but was rejected by the House of Representatives.
