The confluence of increasingly advanced - and expensive - defense aerospace technology and a global economic downturn has rendered military budgets tight the world over. Each nation wishes to get the most literal bang for its buck and may find it hard to justify high-cost investments, even if they have a high return in the long run. Yet despite the prohibitively high costs of cutting-edge fighters like the F-22, the very existence of such technology is a firm reminder that a neglected fleet will become obsolescent.
