On Oct. 28, Rep. Carolyn Maloney (D-NY), with strong backing from electedofficials representing New York City residents, introduced legislation in the U.S.House of Representatives that would prohibit commuter, charter, and tourism helicopteroperations in the New York City airspace in order to improve safety and reducenoise impact.The Improving Helicopter Safety Act of 2019 (HR. 4880) would amend Title49 of U.S. Code to prohibit helicopter flights over New York City’s “covered airspace”except for the following purposes: law enforcement, emergency response,disaster response, provision of medical service and other services for the benefit ofthe general public, including flights carried out for research or for official purposesby a news organization and heavy lifting operations in support of construction andinfrastructure maintenance.
