On Aug. 22, the U.S. Court of Appeals for the NinthCircuit granted a motion by the City of Culver City, CA, tointervene in litigation filed by the City of Los Angeles challengingthree new RNAV approach procedures into Los AngelesInternational Airport.The City of Los Angeles asserted in its lawsuit that the“North Downwind” approach procedures allegedly weredone without proper environmental review or public input(31 ANR 77).“Culver City has a significant, protectable interest inthis action that may not be adequately represented by LosAngeles because of potential differences in the incidence ofthose impacts,” Culver City argued in its motion to intervene.
