In a new report to Congress requested by the powerful Chairman of the HouseTransportation & Infrastructure Committee Rep. Peter DeFazio (D-OR) and 34House members, the Government Accountability Office recommended three waysin which the FAA could improve the public’s understanding of its implementationof PBN (Performance-Based Navigation) procedures:1. Identify appropriate supplemental noise metrics, such as the “numbers above”metric, and circumstances for their use, to aid in FAA’s internal assessments ofnoise impacts related to proposed PBN flight path changes;2. Update guidance to incorporate additional communication tools that moreclearly convey expected impacts – such as other noise metrics and visualizationtools – related to proposed PBN implementation; and3. Regarding post-implementation of PBN procedures, provide clearer informationto airports and communities on what communities can expect from FAA, includingthe technical asssistance FAA can provide.
