Part 390.5 of the FMCSRs defines interstate commerce as follows:rnInterstate commerce means trade, traffic, or transportation in the United States -rn1. Between a place in a State and a place outside of such State (including a place outside of the United States)rn2. Between two places in a State through another State or a place outside of the United States; orrn3. Between two places in a State as part of trade, traffic, or transportation originating or terminating outside the State of the United States.rnThus, any company operating a mobile crane as described above in interstate commerce is now required to follow all rules and regulations that apply to Commercial Motor Vehicles.
