Though each of the problems discussed in this article is small, compared with the enduring problems of oligopoly, each is impor- tant in its own way. The problem of sequential mergers suggests perhaps that regulators should consider adopting procedures for merger review and notification that would enable them to view concentrating markets in a more comprehensive and less episodic fashion.
