AOPA'S PILOT INFORMATION CENTER (PIC) often gets inquiries about adding a rating. Fortunately, there is a regulation that covers this topic: FAR 61.63. The first question that needs to be answered is, are you just adding a class (such as single-engine land or sea) to your existing privileges in a category, or are you adding a category (such as rotor-craft) at an existing certificate level? The former is a straightforward process. You must be endorsed for and pass a practical test, but you do not need to take another knowledge test or meet the applicable aeronautical experience requirements (in most cases). Adding a category is a tougher proposition. You still need to meet the same requirements as someone adding a class (including endorsement and practical test). But you also will be required to have all the applicable aeronautical experience for the certificate level you are adding for that category.
