The recent crisis and humanitarian relief operations around the world highlighted the need for first-rank naval forces to deploy large multipurpose amphibious ships able to support out-of-area operations, with extended accommodation for personnel, materiel, vehicles and medical/primary care capabilities, along with strengthened rotary-wing, watercraft and command, control and communication capabilities.
