摘要

The return to international prominence of two ancient civilizations-India and China-is prompting much discussion in the halls of academia and among policymakers. The central concern is, of course, what to make of these two countries and their renewing international positions. The magnitude of the question is difficult to overstate. Together, India and China account for more than 35 percent of the global population and 16 percent of global GDP. Will these two gigantic countries destabilize the post-World War Ⅱ system of international institutions and norms? Will they strengthen that system? What of their relations with the United States? Can all three countries find a way to coexist without a major power war? Recent policy moves suggest that the possibility of war is not as remote as it once might have been. China is challenging neighboring states over territory in the South China Sea-sometimes militarily-and building islands out of rocks. Meanwhile the US military under President Obama is purportedly pivoting to the Pacific with new-if currently largely symbolic-troop deployments.
