Taiwan Partially Lifts Ban on Chip Ventures in China

Taipei-After four months of tortuous deliberation, Taiwan's government has formally announced the partial lifting of a ban on China investments by the island's flagship semiconductor industry. But mainland chip plants with close ties to Taiwan are already under construction. In Suzhou, a city just west of Shanghai, a company called He Jian Technology (Suzhou) Co. broke ground early this year on a new US$1 billion semiconductor plant. The company is owned by a British Virgin Islands-based holding company with US$500 million in registered capital called Invest League Holdings Ltd. Executives at the company won't say who is behind it. However, documents filed with the company's registration in November, reviewed by The Asian Wall Street Journal, show that He Jian's top executive is J.H. Shyu, a 15-year veteran of United Microelectronics Corp., Taiwan's second-largest semiconductor company, who was still employed by UMC as of last month. And the documents list the head of Invest League as Chen Chun-ku, a former UMC executive, who as of last month represented UMC on the boards of several of the company's, affiliates in Taiwan.
