For Macau to transform itself into the Las Vegas of the East, the government knows the city has to broaden its attractions beyond its current draws of gambling and sex. So it plans to follow Las Vegas's lead by making Macau a top location for trade shows, concerts and art exhibits. The odds against the city of 440,000 may not be so bad. Macau already has recruited some top Las Vegas talent, awarding one of its three new gaming licenses to Galaxy Casino, a group that includes Sheldon Adelson's Venetian casino. Mr. Adelson's main claim to fame is developing the Comdex computerrindustry exhibition into the world's largest trade show before he sold it in 1995. The Venetian still is waiting for regulators in Nevada to give it tacit approval, which is by no means certain, before it invests in the Macau project. But it already is laying the groundwork for a convention business there.
