The Effect of Medical Marijuana Laws on Extralegal Marijuana Prices

As of March 2012, 16 U.S. states plus the District of Columbia have enacted laws that legalize medical marijuana at the sub-national level. While a 2011 note in the Atlantic Economic Journal [Hall and Schiefelbein, "The Political Economy of Medical Marijuana Laws"] analyzed the political economy factors underlying the proliferation of these laws, to this point no work has been done looking at the effect that legalizing a portion of the market for marijuana will have on the portion that remains extralegal. According to Clark ["The Ethics of Medical Marijuana: Government restrictions vs. Medical Necessity," Journal of Public Health Policy, 2000], the cost of producing an ounce of marijuana for medical use is around one dollar, while the street value of an ounce of medium-quality marijuana averaged around $300 at the time of writing. While there are other costs associated with the sale of medical marijuana besides production costs, prices in the extralegal market are clearly much higher because of its illegality.
