China and India are the major rising maritime powers of Asia. Tensions and potential conflict between them are regularly identified as major sources of instability both in the Indian Ocean, where China is increasingly active, and in the waters of East Asia, where India is asserting a presence and forging new relations with regional countries, particularly Japan and Vietnam. The two countries both fear encirclement or containment by the other. India is worried that an increased Chinese presence in the Indian Ocean will squeeze it against its long land boundary with China in the north. Similarly, Beijing views with concern closer links between India and the United States and Japan. India's naval exercises with Japan and the United States are invariably seen as a move aimed at curbing China's actions in the East and South China seas.
