摘要

Drought design is much more difficult than flood design. Droughts are not scalars, but two-dimensional time-rainfall/streamflow deficiency vectors which defy ranking, hence probability analysis. Instead, hydrometeorologic inputs are used in reservoir storage models and the output - a two-dimensional pattern of stored volume versus time -is tested for satisfactory-ness with one-dimensional measures. In the absence of any Australian guideline for drought analysis, the profession needs papers like that of the authors. Australian Rainfall and Runoff (Ball et al. 2016) Book 1 Chapter 2.8 calls for flood designs to be clear about their uncertainties. Congratulations to the three authors for taking an initiative in addressing uncertainties in the design of headworks operation through droughts.
