You know, compliance should count for something. Recently, I contacted an official at EPA to express an important concern I have heard from a number of members, that is, that EPA enforcement officials seem to visit only recyclers with storm-water permits. I am told that they ride by yards without permits and, when asked why they do not visit competitors in the neighborhood or up the road, explain "... they are not on the list." I complained that instead of trying to continually fine-tune the white hats who are complying with the law it would seem to make more sense to try to get the black hats into white hats. EPA's comeback was that the Enforcement Division is understaffed and can only do so much.
