Two years from its 2020 mandate to equip for automatic dependent surveillance-broadcast "Out" (ADS-B Out) position reporting, the FAA is grappling with a significant number of avionics that were installed improperly. And aircraft operators are lagging in equipping for the requirement, presaging a rush on repair stations as the mandate nears. "The problems are numerous; they're across the board," James Marks, who leads the FAA's ADS-B focus team, told the Avionics for NextGen conference in Herndon, Virginia, in mid-November. The agency uses 47 individual compliance checks to confirm that an ADS-B Out avionics set consisting of a transponder and a GPS receiver meets the performance requirements of its 91.227 equipment regulation, he explained. "It's hard to pass it, especially if you don't have [the equipment] configured correctly," Marks added.
