Top NASA managers have delayed the "committed" target for the first flight of the Orion deep-space capsule with astronauts on board from August 2021 until April 2023, relying on White House spending levels to conclude that they cannot justify the required 70% confidence level for the earlier date. Associate Administrator Robert Lightfoot says the technical and programmatic reviews leading to what the agency calls "Key Decision Point C" raised too much uncertainty for the agency to commit to a second Exploration Mission (EM-2) in 2021. The flight is planned to launch on a heavy-lift Space Launch System (SLS) and use a European- or U.S.-built service module to take at least two astronauts in an Orion capsule on a flight around the Moon.
