We call it "new space," but it is actually a very old idea in the U.S. Merging public funds and private investment for profit and the greater good can be traced back to the earliest days of European expansion across the undeveloped North American continent. A monograph just released by a distinguished space historian shows there are 21st century lessons to be learned from public-private partnerships dating back to the "American System" of public works propounded by U.S. Sen. Henry Clay-and derided by President Andrew Jackson-in the early decades of the 19th century.
