New Zealand continues to face a tight fiscal budget, but is moving to procure new primary trainer aircraft for its air force and plans to replace its Lockheed Martin P-3Ks and C-130Hs in the next dozen years. The air force has Pacific Aerospace CT4s and Beechcraft B200s for pilot training and the leases on the CT4s expire in 2018, Defense Minister Jonathan Coleman told Aviation Week on the sidelines of the recent IISS Shangri-La Dialogue in Singapore. He says a request for proposals was issued and the tender is now closed. Coleman declines to say when a downselect is planned. He says the air force "needs a long-term solution," and that the tender is not just for aircraft, but also about devising a total package that includes simulation and training. "We are open-minded on capabilities, but we need a modernized pilot training system," Coleman says. "We've designed the tender in such a way that all comers have an opportunity to put their case forward." Companies have the choice to pitch for the whole package or for parts, he says.
