Congress is already locked in a steel-cage death match over the budget, but now side fights are breaking out in the aftermath of the president's fiscal 2013 budget release. The request-which calls for the first reductions in defense spending in a decade-killed at least five programs and reduced scores of others. It also compounded the list of parochial concerns with another round of base closures, cutbacks to the Air National Guard and Reserves and increases in health care fees and premiums for military retirees.
