NASA hopes to devote $1.6 billion in the next two years to commercial crew vehicles able to reach the International Space Station (ISS). That is extremely encouraging to those who want to see the terrestrial economy move off the planet, but it may not be the only path to commercial orbital transportation. NASA is building on Space Act agreements under its Commercial Crew Development (CCDev) seed-money effort to sign cost-plus contracts with at least two companies for end-to-end designs of commercial spacecraft that can get astronauts to the space station and back, including the launch vehicles, capsules or spaceplanes, and operations (AW&ST Sept. 26, p. 40).
