With India's fledgling in-dependent airlines cash-strapped, foreign airlines no longer view them as smart investment moves. But some still regard code-shares as a way to boost their presence in the domestic market. India's policy of limiting foreign direct investment in domestic airlines to 49% is one reason outside carriers are cautious about sinking money into the country's airline industry. One example is Virgin Atlantic, which has a code-share with India's largest private domestic carrier, Jet Airways. Says Paul Charles, Virgin's director of communications, "We believe the Indian aviation market is saturated at the moment and needs to [see] the consolidation or failure of weaker carriers, as long as a [single] dominant player isn't created and there is still healthy competition." Though Virgin isn't interested in investing locally at the moment, "it is a market we watch very closely for future opportunities."
