The painful process of restructuring Russia's aircraft industry gained momentum in 2006 with the special decree signed by President Vladimir Putin in February and issued in April entitled "The Strategy for Developing the Aircraft Industry to the Year 2015." The strategy calls for tripling the overall combined production of civil and military aircraft to $6.9 billion in 2015 from $2.9 billion in 2006. The share of civil aircraft production will increase to 43% from 30%. By industry segment, the increase in revenues from deliveries is targeted at 5-7 times for commercial passenger aircraft, 2-3 times for freighter aircraft and 1.5-2 times for combat aircraft.
