A few months ago, Paul Wolfowitz made his first official foreign trip as president of the World Bank. Speaking at a press conference in Moscow, the former U.S. deputy Defense secretary compared economic forecasting with weather forecasting. The difference, he said, "is that sometimes weather forecasting is accurate."
