Russia's efforts to reform the aircraft industry continued through 2005 with few visible results. However, a long-delayed radical plan appears to be coming to a head for commercial aircraft. On the defense side, the long-limited Russian appropriation appears headed upward for 2006, thanks to increased oil revenues. In September 2005, the Russian government held a special meeting to review ongoing aerospace programs and concluded that the current state of reform was "unsatisfactory," especially after commercial aircraft production in 2004 totaled 17 units.
