I don't even think the U.S. Has begun to [explore this] to be perfectly honest with you.... There is a view that if you are still going to be providing the same output with reduced resources, then it's inevitable you are going to have to start thinking about more optimal support. If you talk to any of the American contractors, I'm not sure they really understand the time frames of any transformation program. In the U.S., my sense is, it's a little bit like it was in the U.K., when the numbers of people in the Royal Air Force were starting to be reduced and the reality started to bite— we got a few successes under our belt, and some of the [pilot studies] came through, people started to think, "Why are we not moving this quicker now?"
