Recognizing that its massive appetite for new systems cannot be satisfied in future budgets, the U.S. Air Force Space Command is embarking on a path that effectively defers development of a quick-reaction launcher despite high-level Pentagon interest. In its new master plan, USAF lays out a road map for 2006 and beyond, outlining the future for new satellite constellations, launchers and intercontinental ballistic missiles. The overarching goal is to create a "space combat command" that would mirror Air Combat Command, which manages the service's fighter and bomber force. In peak years, estimated spending would top $22 billion. But even assuming 3% annual growth in the Pentagon's budget, "we still must delay the development of many of our desired advanced capabilities to later in the planning horizon or leave them out of the plan altogether," the report states.
