The fallout from the bombings in Madrid last month could challenge anew the wisdom of focusing attention and resources on aviation security, to the exclusion of other terrorism threats. Although most of the aviation security focus has been on passenger and baggage screening and securing aircraft cabins, planners have been devoting increasing attention to the vulnerability of airliners to man-portable air defense systems (Manpads) systems like the U.S. Stinger and Russian SA-7 Igla (AW&ST Aug. 18, 2003, p. 40), A near-fatal missile attack against a DHL A300 in Iraq late last year generated increased pressure to mitigate against this additional threat.
