To wean the U.S. aerospace industry from government contracts and seed the development of a space industry that would be as much a part of U.S. culture as automobiles or computers, a presidential space exploration panel has recommended billion-dollar cash prizes and other incentives for the advanced technology and commercial services that would be needed. Only by fully integrating space exploration into the U.S. and international culture can the program of deep-space exploration President Bush ordered in January get off the ground and be sustained through the 10 or more presidential terms it would take to accomplish, suggests the panel headed by former Air Force Secretary Edward C. (Pete) Aldridge.
