Simply the size and remoteness of the Amazon region, which for hundreds of years protected this ecological wonderland, are now at the heart of its uncontrolled exploitation and its use as a haven for lawbreakers. Activities ranging from illegal ranching to drug and gun-running have a common origin. "The root cause of the problem is the lack of government presence," said Lt. Col. Leonidas Iscariot, a senior Brazilian air force official at the Manaus regional surveillance center. Leonidas has at his fingertips the evidence of illegal exploitation of this region of rich resources and few people. He's one of a growing number of military, national police and government officials charged with helping to substitute sustainable development for environmental looting.
