High-altitude airspace over the 48 contiguous states will get a capacity-enhancing makeover, beginning in May, as part of the FAA's rolling five-year plan for National Airspace System (NAS) redesign. High-Altitude Redesign (HAR) is the FAA's most prominent initiative as the agency emerges from the past few years of working on "choke points"―focusing on immediate, highest priority airspace problems that were major factors in holding down capacity. Now, NAS redesign is to become not only more orderly, but also more centralized. Since a 1998 reorganization, redesign work that used to be done at individual facilities through regional offices is managed and coordinated at FAA headquarters.
