NASA is making decisions that will shape future human space-flight activities even before it receives recommendations from the Columbia Accident Investigation Board (CAIB) next month, driven by the demands of the International Space Station for a return to shuttle flights as rapidly as safely possible. Although the CAIB has just settled into Washington-area quarters to draft its final report, the board's practice of keeping NASA and the public up-to-date on its latest findings and theories make the head start possible. The agency has already picked a design change in the shuttle's external tank to fix the most likely cause of the Feb. 1 accident, and is studying ways astronauts in orbit can find and repair potentially fatal problems with the shuttle thermal protection system.
