The European Commission, fighting an anti-noise battle on two fronts at the International Civil Aviation Organization (ICAO), has taken up the cudgels for a more stringent Chapter 4 noise standard while it is defending its unilateral ban of hushkitted aircraft from Europe. "Just setting stringency standards for new aircraft will not solve noise problems," said Anders Jessen, European Commission (EC) counselor for transport, energy and the environment based in Washington.
